Black 10 mo old small to medium sized puppy

I took this puppy in temporarily for someone who was in a rough place and homeless at the time to give her a chance to get back on her feet without losing her puppy. It has been 6 months and now she has disappeared and I don't know what to do with this puppy. He tries to kill my chickens, geese, goats whenever he gets a chance. He chews up my hoses, leashes, and anything else he can reach. I have tried, but he is reduced to staying in a kennel and I need to find him a permanent home. He is healthy and up to date on shots but not neutered. (His "owner" didn't want him neutered) If I were keeping him I would definitely neuter him. The vet recommended it to help control his hyperactivity and aggression. I do not want to keep this dog, though. He does not fit in with the ranch life. 

He looks like a basset hound black lab mix? He was originally found on the streets of Houston.
